BrickfieldsCC provided an update on discussions particularly with reference to LJ Pits and relocation to centre of the track. Further problems are foreseen with the moving of the PV cover given that to clear all areas it has to be moved further. There are further issues with a football pitch being planned to be used in the centre of the track. H & S issues have stopped PCC putting LJ pits O/S of the track. The remaining LY pit is to be brought up to competition standard. Request that clubs visit “This is Plymouth Web Site and add comments. PCC have commented on an 8 lane track for the City in the future but no site for facility has been named. Brickfields site and facilities have not been handed over from the Council to Brickfields Steering Group. There are rumours that the Sports Centre may be run by Albion. There is no representation from Athletics on the Steering Group Board nor is it believed that they have a development plan and/or business plan. There is an issue with cleanliness/smell of changing rooms. Role of ForumDiary info was still awaited from some member clubs. Action: Diary info to Paul Ross from clubs still to action. Finance

Officials Conference: KR reported a very good attendance. There will be a restructuring of Officials Levels in 2011. SW Region is aligned with East and West Midlands. Officials Peer Group for Tri Region Group to be set up. LC: Advised meeting that Debbie Carey’s post was going at the end of March 2008. Additional workload is likely to end up with Lance. Financial SupportRequest for Coach Education Grant Support received from Matt Walsh (IS). All required criteria met so agreed by meeting. Request received from Jennie Kingdon (PH) for financial support to compete in GB Age Group European Triathlon Championships in Lisbon in May. After discussion it was felt that the group needs to set out the criteria for financial support. For further discussion and agreement at the next meeting using DML S&SC criteria for support as a guide. CC: EA Registration issues raised and CC had received a paper informing him that only member changes of information or new members need to be notified during 2008 registration process. PR thanked all for their wishes for a speedy recovery. Our best wishes to go to Steve Payne who is also on the road to recovery. Russell Quew, new Chair of Plymouth Harriers, was welcomed to the group. At the last meting we looked at the best way forward for the Forum. Other issues raised with linking with Marjon as a hub club. NR was gong to talk to Harry Richardson. Rules still say that your first claim club is the one you have longest association with, eg the one you first join. RQ is concerned that it is difficult to move forward as individual clubs do not want to lose their identity. CC considers this is only the case for road running. PR advised that the rules are currently being looked at because from next April there will be a new rulebook. Currently you would have to leave your current club and join Team Plymouth – you may even have a six month ban. KR – as a group we could maybe lobby in an effort to take this forward. We should do this as a group and individual clubs. Team Bath is not working well and people are still competing under City of Bath and University of Bath. We are not aware of how Team Dorset are formed and operate. PR will contact NR to pass something around within the next couple of weeks. PP asked how Team Plymouth would be administered? PR considered a link with Marjons may make this easier. KR asked if clubs think this is a competition thing or amalgamation thing? CC sees it as being able to provide youngsters with a clear pathway to elite status. Coaches Forum : Tried to get the coaching forum started again but it did not happen. Tried to get Karen along to the Forum meetings and DD suggested coaches visiting each other’s clubs. No news on this. If LC were provided with coaches’ email addresses, he would be happy to contact them when events come up. This would give them the opportunity to coach at a variety of events and share good practice. Development Plans : Funding can be accessed if you have a development plan or Clubmark status. Brickfields : Two weeks ago an article appeared in Athletics Weekly pointing out how disappointing it was that it has not changed since the Navy had it. CC sent it to Glen Jordan. NR will speak to the Council about this article. Albion have cut down the rest of the trees bar two. L Oates says she is seeking advice about moving the long jump pits. The long jump event at the weekend took five and a half hours as there was only one pit. Albion were forced to move things back as it was a health and safety issue. The track is breaking up, despite being retextured a couple of years ago. One positive is that the ground staff seem to have improved. Young Athletes Trophy Meeting : Ended up with over 200 athletes on the day. We aren’t doing very well in getting schools involved; there is a breakdown in getting information into schools. No-one from Tavistock attended; concern has been raised that they are not supporting athletics events and that they have not got a structure to support promoting athletics in respect of developing coaches etc. It wasn’t ideal for youngsters having to get around the track between events with the builders on site. Composite Club : KR – we got 2 nd place in the 3 rd event; if we beat Exeter in the last match we will be promoted instead of them. TT, PAC and EVH were there. Now getting more seniors than juniors. Last event 2.9.07. Finance : £9,149.43 in bank and £29.69 cash. ANY OTHER BUSINESSRQ: queried why the track night changed from Tuesday to Wednesday? It was explained that this was a Forum decision and not PAC. CC – in the summer Tuesday is a busy night and it is harder to incorporate individuals. RQ – can PH use the track on a Tuesday during the winter? CC - PAC has track Monday – Thursday and Saturday. Financially, it’s the more the merrier. Currently the opportunity is there for Wednesday track training. PAC have been putting on events with very little support. There is a 3k tomorrow night. Open night 2 nd Tuesday in each month (except August and January). Need to decide at the next meeting if the Forum is going to host another 3k series. KR will contact Frank Elford about prizes for the 3k series. We can change the competition to a Wednesday if clubs prefer it. Take it back to your clubs and a decision will be made in September. RQ: PH’s race is filling very quickly, 250 entries so far. 22.7.07 at 10.30 am. RW: Can new club members be added to the membership scheme? FJ sends IS’s updated spreadsheet showing new members. AE sends details of new members on a monthly basis. CC: Get Active booklet. Only track and field entry is DML. LC: Sports Hall Plymouth Schools League coming up at the end of September. 48 schools entered so far. Finals 5.10.07. All help appreciated. LC requesting funding as last year it cost £2,000. Last year the Forum funded £500. It creates good schools links and promotes the sport. From last year about 15/20 youngsters have joined clubs following the sports hall events. LC only ever takes the winning school; not individual elite athletes! Forum happy to support the event. LC had an idea to set up a satellite club to PRR (PRR full with a waiting list in their junior section). It will be located at Sir John Hunt Community College. Sports hall event to kick it off. Using set up as sports hall league. This is part of LC’s three year plan. Trying to keep fees to a minimum. From a competition point of view, we could have another Devon Sports Hall League under PRR (age 8-11). CC considers it would be more beneficial to set up as a satellite of PAC. PRR juniors do not compete. Why don’t we buy a minibus with the £9k in the bank and transport youngsters around? LC - these youngsters need locally based facilities as they are not wanting to travel. CC – if PRR has sports coaches etc why aren’t they at the track? It was generally felt it would be more beneficial for it to come under the Forum banner. PR – think we need to get PRR to come along and say what they are prepared to put into it and what they consider the development of this is. PRR have a development plan as part of their Clubmark accreditation. Surprise was expressed that Sonia Oates has taken this approach. PRR have not asked us for funding and obviously have plenty of coaches. PR – there is nothing we can do to stop this. KR – need to have a meeting between LC, PRR, PAC and Sonia Oates to look at the problem and how it can be resolved. LC – disappointed with the reaction. BP: Magnificent 7 on Sunday is full. KR: Thanks to everyone who turned up for the relays. Beacon Challenge and fun run forms available. Devon League being held 19.8.07, hosted by Tavistock. Open meeting for seniors, juniors (8+) and not just open to Devon athletes. Track and field and road running officials courses to be held later this year - dates TBC. PR: SW Club Awards programme and England Athletics Awards night – forms available from UKA website – lots of categories. You may remember Patsy Boon from BATS bouncing cheques. She is now Patricia McKilgrew so be aware. Time clock – not reading very well. Suggest we look at buying a new one and having the old one repaired (cost of £200). Apologies: Paul Ross, Steve Payne, Malcolm and Julie Elliott and Dave Dane. We wish Paul and Steve a speedy recovery from their recent hospitalisation. This meeting had a single concept on trying to understand the way forward for the Forum and its future focus. Within this concept was two specific points that would either question the Forum’s worth or come up with an opportunity to develop the Forum’s values on to the next phase. Whichever route we are going to take it is the responsibility of each of the club representatives to take this back to their own member clubs and debate the direction of association under the Forum’s banner. A series of questions were pre-set to ascertain the Forum’s role, what member clubs contribute, what member clubs want/expect from the Forum. Secondly was how best to proceed with the potential formation of Team Plymouth.
The focus of the meeting was of discussing and trying to understand the threats and opportunities that “Team Plymouth” could establish/present.
Other opportunities to develop “Team Plymouth” concept exist through partnership The College of St Mark and St John has set up Plymouth first “Hub Club” consisting of Basketball, Hockey and Netball, with other sports showing interest. It was officially launched on 26 th June 2007 as a National Pilot receiving funds from Sport England. The following has been taken from various papers written by Harry Richardson Director of Sport at Marjon. “ The concept of a Multi Sports Hub Club has been suggested recently by Sport England as a means of talent development in sport which makes best use of both physical and human resources. Based loosely on the European model which is very successful in France and Germany, the Hub Club involves a number of different sports which all subscribe to the Long Term Athlete Development (LTAD) model for working with players. LTAD promotes the idea that young people taking part in sport between the ages of 6-11 should be taught the fundamental skills of agility, balance, coordination, speed and special awareness which are essential for success in sport at any level. This “physical literacy” should be established through the participation in a range of activities, which are not sports specific, e.g. throwing, catching and striking, but which form the basis for a variety of different sports. Once these skills have been learned, children can then apply them to different sports such as hockey, netball or football in readiness to develop the specific skills necessary for each individual sport. The College of St Mark and St John through its Centre for Sports Research and Development, has received funding from Sport England and Plymouth School Sport Partnership, to run a National Pilot Project to develop a Plymouth Marjon Hub Club based on the College Campus. Chris Mather has been appointed as a Community Sports Development Tutor to lead the Project. Building on well established links within the City with the sports of netball, basketball and hockey, the Hub Club is trying to develop a structure in all three sports which will promote pathways from grass roots to elite performance, whilst encouraging greater participation for local people who wish to play at a recreational level. The Plymouth Marjon Hockey Club provided an excellent example of this model, where the 1 st X1 play at National League level, supported by all the local clubs and players in the City and by a very proactive coaching programme to develop the sport across all the schools in Plymouth. The College already has excellent links with Plymouth Raiders and Tamar Valley Cannons for basketball and Plymouth Civil Service for netball and the aspiration is to follow the same path to provide similar structures for these sports, which will provide talent development programmes for local athletes and ultimately, the chance for our local star players to play at the highest level for Plymouth based teams. Plymouth as a City is very fortunate to have top level coaches in all three of the focus sports and students from the College will have the opportunity to work with them in order to develop their coaching skills. This will then provide a pool of qualified coaches to work with clubs and schools across the City to raise standards, through a multi skills approach and through sport specific work where appropriate. There will also be the opportunity to develop Academies and Centres of Excellence at the College in order to provide a structure for talent development. Where this fits into existing initiatives and organisations –
The Penathlon provides an excellent opportunity for children to take part in activity outside the traditional sports. Because it is hosted by the College it offers a subsidised method of sustaining this initiative, which could be replicated nationally. Student CoachesThe College has compiled a database of over 400 students with NGB qualifications in a range of sports from gymnastics to surf kayaking. This list is available to local schools, clubs and related organisations such at the PCT and the Police so that they might work with students on appropriate programmes and activities. Some of these include paid opportunities for students but most are done on a voluntary basis. We are currently considering the best way to provide a mentoring system for students, working with the CSP (county Sports Partnership) and Sports Coach UK Plymouth Sports ForumThe College is working with the Plymouth Sports Forum and the local council to establish a Community Sports Network in the City. As an integral part of the Single System for Delivery it is critical that the CSN is well structured and includes all relevant parties. SSCO ProgrammeThe College works very closely with the SSCOs and the two SSPs (School Sport Partnership) in the City, which provides access to almost all schools in Plymouth. In line with the PESSCL strategy this offers opportunities for the Gifted and Talented, for after school clubs and for curriculum material, whilst providing accredited exit routes to local clubs at the right level for individual children. Composite Club: Paper sent to clubs. Need to discuss with clubs and bring back to the next meeting. KR – based on the first meeting the Armada Team isn’t working. KR is putting a lot of effort into it and gets no feedback from clubs. Apart from two members of the team, all were from EVH. There is another meeting on the same date as the Plymouth Half. If clubs don’t want this it would be preferable to say so now. Working with PAC in Young Athletes League is working very well. Communication to club members still needs addressing. Bedford Mile: 1.4.07 – considered to be a fantastic success. 1200 people finished. £20k taken on the day. Coaches Forum: An email was sent out but no replies received. Bringing coaches together doesn’t seem to be working. Need to consider where we go from here. LC has been doing some sterling work spotting talent in the youngsters. DD suggested coaches visiting each others’ clubs on their nights to see how they operate. NR considers coaching is about relationship building and as a heavy commitment. AH feels that the benefit of talking about coaching at this meeting was that Karen could come and talk for 15 minutes. Coaches Forum needed direction. It should be recognised that a lot of people are very experienced despite not being a qualified coach. NR – the next meeting will pre-determine a lot of things. We need to move with the same objective. Massive changes are happening over the next 12/18 months. Where we have failed is that we have stood still and other sports have moved on. At the next meeting we need to answer various questions. Ideally clubs should know the questions in advance so you can take it back to the clubs and be able to respond at the next meeting. CC – we should look at the development plan at Forum level and cascade back to our clubs. NR – one aspect of the proposal was having one club, with individual clubs having their own identify. From a competition point of view it would fit in to one centre. Devon County AGM: There are still vacancies for county club reps and cross country. Brickfields: Lights no longer on back of stand but on long jump pit – which will now never be lengthened due to presence of floodlights. Written to Council but no response received. Asked Council for risk assessment whilst build was going on. Health and safety issue last week with schools but response was unacceptable. Still do not hold track certificate. CC spoke to Bob Ivory at the weekend; also asked him about move of long jump pits and he said Louise Oates is costing it. The rumour is that Albion are taking over the site and making a track at Marsh Mills. Ideally it would have been great to have a track at the Life Centre but we do not know if this will come up. The sports issue needs to be addressed and may be brought into the public domain. Plymouth Sound Community Event - 1/2 September – 24 hour relay. NR has heard about it and he was told it would not affect our training session. CC is of the idea this is not the case and our training session will be affected. PAC has questioned the bill every month. Finance: £9,374.43 in bank, £25.69 cash. £2,685 profit from Hoe 10. Affiliation fees due. ANY OTHER BUSINESSCC: Next open night 12.6.07. MATTERS ARISINGBrickfields: Still a few issues around triple jump. We were advised the run-up would be shortened but there is some confusion about the correct length. PAC requested that the build be delayed or that the fence be moved when the triple jump was taking place but no reply has been received from PCC. The build was supposed to finish by mid-April but to date it hasn’t yet started. An on site meeting was requested but no response was received. The main concern is the two men’s home fixtures. N Rowe has been in touch with Clive Turner – it is an embarrassing situation when we are encouraging events to be held at Brickfields. It was agreed that stronger representation needs to be made and even involve the press. Training nights will be on Wednesdays (7 pm) commencing 18.4.07. K O’Reilly is happy to help. Devon League: If the track isn’t ready the August meet will go back to Exeter. The Devon League is a good introduction to track and field events for juniors and seniors alike. There are proposals to change the league timetable. Hoe 10: Thanks to everyone who came along and supported the event, the committee and those who helped on the day. Only positive feedback was received. Maybe next year we will look at closing a couple more roads. There are still some bills to pay but the income was £5000+ with outgoings to date £2400. Some prizes were paid for by Brooks. 652 entries, 543 finishers. Brickfields was booked from 7.30 but nobody turned up on site ‘til 8.30; consequently we are not prepared to pay the full price for this. Despite having the facility to swap numbers one of the prize winners was running under someone else’s name. Some clubs didn’t supply helpers and some not enough. Three people had their names down to marshal but didn’t turn up with caused Amanda problems on the morning. England Athletics: Had a good meeting with John Temperton at Exeter; hopefully people left with a greater knowledge. Now looking only for first and last names, DOB, gender, contact address, first claim status. They now talk about a “membership” scheme as opposed to a “registration” scheme. 3K Series: Only 5 people did all three of the 3K series. It was agreed to award prizes for 1 st man, 1 st vet, 1 st lady, 1 st lady vet and one for each junior category. We will top up from our funds if this is too much to expect Frank Elford to provide. We need to decide whether we will continue with the series next year. PR thinks the poor results reflect the lack of interest. KR felt it was more successful on a Wednesday as a lot of clubs train on a Tuesday. Please take this back to clubs and establish whether there is any interest and, if so, what would be the preferred night. It is vital that all the issues we are promoting get back to individual clubs and as club reps it is our responsibility to ensure this happens. Finance: £10,021.45 in bank with a few cheques still to be cashed. Ideas of what we can purchase as a group would be welcomed. Composite Club: Support is needed. The Forum is supporting with £1,000 to cover travel costs. KR will let clubs know meeting dates, transport details etc. 22.4.07 at Millfields - names, DOB and gender of all potential athletes needed asap. Road Running Leadership Group: NR is on the group. Next meeting is coming up next week. Coaching Requests: Application forms now available. Brooks Sunday Runs: 25 people attended the last run despite the atrocious weather. There are two more to go in April and May. Local clubs are being promoted. Bedford Mile: Martin Exley has said people in Forum clubs are claiming not to know anything about the event. Please ensure the information is cascaded down to your club members. Cross Country: DD – last race this Friday then the league is completed. London Marathon: DML still have places left on their trip. Coaches’ Forum: Last night NR had call from Ron Blank who felt the night the meeting was held was irrelevant as attendance would be the same. Ron and Karen resigned from the Coaches’ Forum which is very sad. DD has been to several of the meetings but nothing ever got formalised. PR will write to Karen and Ron to thank them for all their efforts. AH suggested we put 15 minutes aside at our monthly Forum meetings to discuss coaching; the benefits of this is that all clubs will be present plus it would encourage coaches to attend the Forum meetings. Devon County AGM: Vacancies for cross country co-ordinator and club reps. There should be representation from the bigger Forum clubs. Permit Secretaries’ Meeting: PR did not attend. He now has new permit application forms. South West Region Athletics Conference: 70+ people attended yesterday. A lot of good things came out of it. John Graves and Alan Harrison of UKA joined in. ANY OTHER BUSINESSLC: Sports Hall League finished. Thanks to Keith Reed and Alan Herdman for all their help. Devon girls won the regional and are now in the national finals on 22.4.07. Thanks to the Forum for their financial help. It is hoped these young athletes will join clubs. PR congratulated LC on behalf of the Forum for the work he has done. KO’R: TT are suspending membership for a couple of months. For health and safety reasons they can’t accommodate more people on Tuesdays and Thursdays. KC: Open night tomorrow which will include 2K and 5K. Spring warm up on 1.4.07 – programme not yet formalised. Happy to put 3K in if people want it. JMcG: Need to emphasise to club members that our session at Brickfields is a structured one and people can’t go down and do their own thing. DD: Junior section still thriving; have 30 members and can’t take any more. Some of the juniors were in LC’s successful team. This week Plymstock are sending off their folder to get Clubmark. (Clubmark is currently only open to junior sections but will soon be in place for all clubs). EVH and PAC have achieved theirs recently – congratulations to all! KR: Ivybridge 10K forms available. Officials course – level 2 (new scheme) 14.4.07 at 10 am at Exeter, aimed mainly at track and field officials (£10). Money is available from the Forum. Workshops on UKA – Devon’s at Exeter on 19.3.07 and Cornwall’s on 21.3.07. It’s a good idea to get someone along to this. Many aspects are covered. AH: TAC in 3 rd year of organising cross country events. 180 youngsters involved. It is a good example of clubs working with schools. PR: Any help for the half marathon would be appreciated. It is planned to put up a road running resource website which will include a complete UK road running calendar for the whole country. There’s a separate area which can only be accessed by race directors using their permit number. The race directors’ conference will happen annually. Devon League: 29.4.07 and August bookings in Plymouth have been confirmed. Plymouth Half Marathon: Entry full with the exception of a few charity places. A few British elite athletes have been invited but no responses have been received as yet. The US Marine Corps are coming over again. Hoe 10: Virtually everything in place. Please encourage members to use the bottom car park first England Athletics: Notes circulated explaining the issues. All clubs will have to submit to EA a list of club members over the age of 11 who compete in races. They will send a list for you to check and once this has been confirmed they will send out registration cards to individual athletes. There is a meeting at Exeter Golf and Country Club on 27.2.07 at 7 pm where John Temperton will answer our questions and concerns. The passing on of members’ personal information was discussed – this question will no doubt be raised on the 27th. 3K Series: Due to the low number competing it is considered not too many prizes will be required. Regrettably the events haven’t been supported as well in 2006. There will be an event on 13.3.07 which will include either a 5K or 2K. Finance: £9,355.75 in bank and £109.69 cash. Composite Club: Looks like it can be done. NR had feedback from UKA which looks favourable. Still awaiting another response and once this is known we will email around. KR needs to discuss with PAC how we will administer this team. This is useful for some of our promising young athletes to experience a higher level of competition. Road Running Leadership Group: Gordon Robbins didn’t get on which is a shame. N Rowe is on the group; hopefully he will represent grass roots road runners. Coaching Requests: The application form has now been produced and should be with clubs now. Brooks Sunday Runs: Going well. Over 100 attended at the beginning of this month. They are passing out lists of clubs in the area. Next meeting 1.4.07. Bedford Mile: Tavistock want 1,000 people to raise sponsorship to run a mile and raise £100,000. Discussion was held on whether the group felt that Brickfields would be better utilised on a Wednesday, as in the past, than it is currently being supported on a Tuesday. Decision to be taken after the next open meeting and 3K event. KR: A Devon League fixture is due to take place in April; it is unlikely we will be able to use the facilities at that time. England Athletics : Disappointing that less than 20% of clubs in this region have bothered to vote. SW Congress : PR and NR and a couple of others involved in interviewing today for regional posts. Regional manager in post, admin assistant post starting in August. Plymouth Half Marathon : Good piece in the paper. Coaches Forum : Waiting to see what happens at the next meeting in September. We will see how it goes between now and September and bring it to the AGM in October. M Erith interested in distance running coaching. He will possible write out a schedule for people who can coach on Saturday mornings. England Athletics are putting emphasis on performance which is why it is essential to have good coaches in place. J McG – if we are bringing people down for coaching, we need commitment that the events will be well supported. Coaching Courses : SW League : KR - last fixture at Yeovil. Thanks to Plymouth Harriers for bringing along a team. Tavistock runners at another commitment. Relegation is likely this year. We need to know where Armada AC is going by the time of the AGM. We need to be in partnership with Plymouth AC. Strategy for next season is required. Now most of the leagues will take composite teams. We need to find some common ground. CC – we never take a full team and there are opportunities for people to compete. PR will ask what the situation is for composite teams for relays. NR congratulated Fred Jenkins on his MBE. Fred is held with high esteem through Connexions and the education system. CB – Magnificent 7 this weekend is now full. PR - Saltram 5K on 2.9.06 – entry forms available. PR – the piece that caused concern wasn’t in the Plymouth Diary but the Plymouth Magazine. Reply received from Kerry Hewitt apologising for passing race numbers to other people. FAB running club, claiming to be affiliated (fitness centre in Stoke); they charge per session to take members out running. PR has written to K Hewitt advising that club members shouldn’t be entering races as “affiliated”. NR attended meeting re permit standards. Be aware that on the new permit forms, wef 1.1.07, all references must be UKA accredited. Get log books endorsed when timekeeping etc at events to get a foot on the ladder. Race referee looking at race rules in conjunction with UKA. Any misgivings in a particular race would be investigated. Looking at race referee being scrutineer. KR asked what would happen if referee was not available on the day? We will have to look at putting on a course to get people qualified. Log sheet system (over 3 years/20+ events) or a course. Health and safety implications. Level 5 referees need to do health and safety course by the end of the week. ANY OTHER BUSINESS CB: Thanks to K Reed and Erme Valley Harriers for the relays and to Plymstock for Duckponds. CC: In April/May we asked if PAC could use indoor training equipment. They were referred to Sonia Ellis who suggested they contact PCC. Is Lance Chatfield still using the equipment? PAC not sure where minors are going to train as they heard Brickfields sports hall is going to be £30/hour. They are concerned that track prices will be going up. NR suggested CC contact Sport England to get Awards for All application. LC has several sports hall events at Brickfields – could the equipment be stored there so it could be used by PAC also? CC not aware what equipment would be provided for the sports hall. PAC use sports hall on Mondays. LC has sports hall events on the following dates:
NR doesn’t think it would be right to ask for our kit back from LC when he has a programme in place. PAC asked if they could borrow the money from the Forum to buy the kit and pay it back monthly. KR advised the Devon Sports Hall League is planned to be brought to Brickfields instead of Dawlish. The City Council are only involved with Brickfields for a transitional process only. Funding is available from the acorn fund (only available for Devonport projects). CC will ask Louise Oates, PCC what equipment is provided as part of hire of hall. All are happy to loan PAC £2,000 to enable them to purchase the equipment. Funding can then be pursued. CC: Open evening tomorrow night – help appreciated. Tony of the YMCA has contacted SR re a funding bid the YMCA are putting together to engage with young people, team building, use of the moor. One activity could be a run; details not finalised. They have talked to numerous groups about structuring this over the next 2/3 years. SR has done small development plan for PRR. As a result they may put on another race, possibly like the Down Thomas or perhaps relays. PR reminded that there are already 80+ races in Devon throughout the year. Clubs should ask their membership whether or not they want this Forum and it can be reviewed at our AGM in October. We are keen to improve the standard of coaching in the area but somehow have lost our way. CC – Young Athletics Trophy meeting – smallest turn out for ages. Only 4 schools attended. Suggest we take stock of where we are. None of the groups are really big enough to stand alone and it is advantageous to us all to support each other. NR feels Pete Tanner of the West Midlands would give us a different perspective and may give us a kick-start. AH considers coaching is the next best thing to actually taking part. We can get a lot of people sat around this table but the coaching forum is probably more important and people are reluctant to attend. He recognises that Tavistock AC are some of the worse culprits. South West League Meeting: Keith reported that there had been very poor support for the Armada team at the first SW Meeting. It was disappointing and frustrating that there was no “buy in” to the team from some of the Forum Clubs. The support was less than that of last year with the standard of competition greatly improved in the League the Forum team are now in. Keith will review the support for this season and if there is no improvement will propose that the team be disbanded. The next meetings are on Sunday 28 May and Sunday 2 July. The hammer cage is condemned and needs to be welded. The Council has four weeks to do this. Hoe 10: J Crockford reported there was £1767.87 profit. England Athletics: Came into being on 1.4.06. Doesn’t appear to be any clubs that have opted out. The SW region is being formed and every club should soon have voting papers. Closing date for nominations 6.5.06. SW workshops taking place on that date at Exeter. Money available in the SW to clubs for developing. N Rowe, P Ross and K Reed are all willing to be put forward to serve on the SW committee. Plymouth Half Marathon: Everything in place. Still looking for more marshals. Coaches Forum: J McGhee advised there were six attendees at the last meeting with ten apologies. Unless people start attending there is felt to be little point in carrying on. Ron Blank is chairman. The name will be discussed at the next meeting. L Chatfield gave an update on coaching courses. We need support from club members on what coaching courses they would like to go on. There are plans to set up evening meetings every other Tuesday in the month starting this Tuesday. Coach mentoring was discussed. First aid course organised for 26.5.06. Date of next meeting 9.6.06 to be held at Brickfields. Clearly support is needed for this. P Ross said we have funded a lot of coaches through the Forum and it is disappointing that these coaches are not becoming involved. Endurance Training: Still going well. New Clubs: No follow-up from the two clubs which contacted PR. M Erith reported that someone wants to bring 30 people down to the track on a Tuesday. They are not an affiliated club. It was clarified that the track is booked as follows:- PR will take up with S Snooks the amount of other people who will use the track. All PAC coaches complete a register. The Forum complete a training log. C Carpenter suggested the Council erect a sign advising that the track could not be used ad hoc. S Endacott considers we have to question how strong we are as a group when we are not getting results. C Carpenter said it is not known how the management company are going to manage the track. PR thinks we could request representation but cannot alienate the Council, despite the many stumbling blocks we should try and work with them. Press: N Rowe has spoken to Bill Martin. They are willing to cover any aspect of athletics and are quite happy for someone to feed it onto him. It would be useful for the Forum to have a press officer to liase. Finance: J Crockford reported we have £8583 in the bank. We are still supporting people going on coaching and officials courses. We need to consider how we can best spend the Hoe 10 profit. SW Region Inter-County Championships: Went very well with 170 athletes. It was disappointing that Forum clubs with junior sections were not there. We are hosting the Devon League and need to make this a success. The first event for the Armada Team is at the beginning of May. Evening meetings are an ideal opportunity for juniors but there are also events for seniors. We desperately need senior athletes for the Armada Team. No volunteers have been received for team manager. We need people on both the track and officials sides. Devon League open to all, not just Devon clubs. K Reed is happy to come to clubs to try and get a course in Plymouth. Please take this idea to your clubs and get a list of those who might be interested. In the south area it goes to the South of England, of which £1 is ring fenced, 50p stays with the region and 50p goes back to the County in which the race was held. The proposal does not change that much apart from the pound ring fenced for the region would now go to the region, 50p to the County and the other 50p to England Athletics. G French: Could we sponsor a few events with the profits we have? Will be discussed again in respect of sponsoring school events etc. K O’Reilly: Has the Forum been approached by Race for Life as they are requesting marshals on the radio? PR advised that we are no longer involved as only the sponsorship money goes to the charity and entry fees only go on administration. It appears 2006 is the first year they have been open about this in their advertising. However, it is obviously up to individ uals whether they want to get involved. MATTERS ARISINGTrack: Outdoor changing provision has not been officially handed over yet to Plymouth City Council by the contractors. We are trying to secure part of the building for Sunday’s Hoe 10. Recruitment process for staff has already started. Discussions are also ongoing regarding setting up a separate company for managing the site. Devonport Park and Mount Wise swimming pool may also be managed by the same company. Bob Ivory due to come down. C Carpenter reported that the track has been covered in mud as a result of footballers going on the track in their boots, instead of using ball boys. Still waiting to hear about certification which is important as the first event is on the 2 April. No news on the water jump. 3K Series on the Track: Thanks to everyone who supported the event last week, particularly Keith and Jane. Last event will take place on 8.3.06 – CC will speak to K Reed. PAC are looking at mid week fixtures during the summer and possibly winter. KR has now worked out results so far on a points system and it looks as though there are currently 15 different categories; therefore the Forum will contribute to the prizes as well as F Elford. It was decided to reduce the number of vet categories by dividing them into 10 year age bands instead of 5 year. Plymouth Hoe 10: Entry now closed at 650. Still taking entries for fun run. Still need 3/4 marshals – names to Amanda Erith. Some clubs are supplying lots of marshals and others only one or two. There are roadworks around the course but hopefully these won’t interfere with the event. The course was remeasured, thanks to John Crockford. We should have plenty of Specials and a lead motor cycle. Charlie Ede will be backmarking. St Johns Ambulance suggest a “donation” of £350 for 3 ambulances + staff. Last year we donated £200 and £150 the year before. Please encourage club runners to use the bottom car park off Kings Road. England Athletics: Assessment centres were held for potential candidates after an internal trawl for regional manager posts. Five people were offered jobs as Regional Managers – including Sonia Ellis for the SW. Trawls are now being held externally to fill the other posts. Meeting with Chief Executive of England Athletics last week - confirmed that the governments of the sport will be handed over to England Athletics from 1.4.06. Membership will be introduced from 1.4.07. Territories will continue to issue permits until 31.12.06. Affiliation to EA will run from 1.4.06. Clubs will be sent a letter stating they will be affiliated to EA unless they write to the contrary. The election process will cover the election of 5 people within the region. Finance: J Crockford reported we have £15 in cash. £11,421.03 in bank, mainly due to Hoe 10. Sports Hall Event: Devon came 5th and 6th in the finals at Paignton. Cornwall came 3rd. SEAA Cross County Championships at Bicton College: Thanks to all who supported the event and congratulations to the athletes. We did quite well as a region. The number of officials brought in was questionable. Plymouth Half Marathon: Nothing to add except to say more help is needed. Coaches Forum: J McGhee reported that the venue had been changed to Brickfields in the hope that they may get more members. However, more apologies were received than those present. Concerns were raised about reduced attendance. All coaches within the Coaching Forum to be asked whether there are any reasons why they don’t attend the meetings. Next meeting provisionally arranged for 17.3.06 at Brickfields. NR – development plan needs to be rewritten and coaching is an integral part of that. The Forum subsidises clubs for their coaches’ training. Endurance Training: S Payne – still going strong; attendance better than ever. Thanks to John for his time. D Hatch – club member would like to enter some races in his electric wheelchair – he isn’t looking for prizes but would like to feel more involved. Following discussion it was decided it was down to individual race organisers. P Ross commented that insurance could be an issue. C Ede – DML 5K entry forms available. S Payne – Emma Anderson, Plymstock RR, won the Devon Under 15 cross country. Any news on the Taunton Half Marathon and Challenge? P Ross working on team. B Phillips – Saltash forms out, available on Sunday. Kit Hill Run – forms also available on Sunday. P Ross – received email from S Rose advising that Peter Ford, who does their race, has been talking to Bill Martin of the Herald who is keen to get a regular running slot in the paper. It seems like a good idea. Richard Bristow was previously our press officer but we haven’t had one since. N Rowe will speak to Bill Martin in the first instance. We will be made aware as soon as it has been passed over from contractor to Plymouth City Council. Lights should have been adjusted last week. Waiting to find out if this has been done. Ongoing discussions about overall management of the facilities and systems to be put in place. Membership scheme tendering process has started. Ongoing board meetings now taking place. 3K Series on the Track : 8.2.06 and 8.3.06. It would be pleasing to see more juniors from the Plymouth area. We have looked at the possibility of another event before the spring warm up to introduce track and field athletes to a new audience. We need to make sure the track is used effectively. PR – flagged up to South Devon AC. Jumps could be used etc and make it a fun evening. Perhaps we can look at an evening in March. Perhaps we can do some “out of the ordinary” distances. Marshals required – names to Amanda Erith via PR. England Athletics Interim Chair Situation : Assessment centres start on Wednesday of this week to look at potential candidates. If the candidates do not come up to scratch they won’t be employed, despite their backgrounds. Road Running Sub-Committee : Meets again on 19.1.06 to discuss levies etc. The County’s preparation of the levies will remain the same. There is a proposal that some will come back into the region still. Details of a road show are being finalised and will go to all counties. There will be a full time regional manager and two co-ordinators under that. The co-ordinators’ roles are not yet finalised. Use of Equipment : Still with S Snooks, Plymouth City Council. Arrangements are part of procedures for the new facility. Finance : Cash in hand £76.68 and £8,227.21 in the bank. Sports Hall Event : This Saturday in Paignton. SEAA Cross County Championships at Bicton College : 28.1.06 – entries closed. Any help on the day or lead-up to it would be appreciated. Plymouth Half Marathon : Entries now closed. J McGhee asked why the race was so dear. Sponsors have dropped out. Community based event, non-commercial. Massive increase from St Johns but we need to have that. We think it is good value for money. We are VAT registered and have to pay 17.5% on every entry. The infrastructure to support the event is enormous. Every line of expenditure has been looked at. Once everything has been taken out we are left with 12p/entry. £10-15k sponsorship needed but it is a struggle. The charity donation includes money donated by runners on top of their entry fee and sponsorship money raised for that charity. PT asked if an alternative route would be looked at. Yes – the Council is very keen for this to happen. Future redevelopment could cause problems. Support of the Police also needs to be considered. Coaches Forum : Problem with them using this facility in the future so there will be a need for a new venue to be found. Next meeting on the 20.1.06. Burrator Run : Thanks to those who attended. Seems to be growing. SEAA Levies : Recommended to stall payment until March. Devon Race of the Year : Haytor Heller. PR – SW Track and Field League for this coming season – affiliation form needs to be in by the end of this month. Affiliation fees £120. All happy for this to go ahead. G Reed acted as team manager last year but is now at university. Will speak to A Herdman to see if he might be interested. Coastal Half Marathon – being organised by a business. They are not prepared to pay for a permit. Please advise memberships accordingly. Do not think Bath Half Marathon has a permit. NR will be taking both these issues up with Sports England. CC – trophy meeting late May bank holiday. Hosting two events at Brickfields. Devon County Championships and Devon League. NR – National launch of all the new facilities probably some time in May.
